The study gives a description of the tools for identifying works of culture, science and education in accordance with the developed categorization in relation to the effectiveness and scope of these tools, and justifies the choice of a specific technological solution as a potentially applicable standard for identifying works and documents. A specific strategy for the identification of works has been developed and presented in the context of the formation of the Federal Reserve System of knowledge banks with the primary role of the Federal Reserve System of knowledge banks.
