The true indicator of the usefulness of the efforts expended in the provision of public services is not the product produced, but the result (effect) obtained. For example, the number of patients treated in a public hospital is the product, and the percentage of patients discharged from the hospital who do not seek medical help for a certain time after treatment is the result. Thus, the mixing of product and result is a mixture of activity and achievements. To manage performance, it is necessary to develop quantitative indicators to measure the results of the work performed and learn how to apply them on a regular basis. The book traces the development of methods for measuring results, gives practical advice on the creation and application of performance monitoring systems, and also discusses related issues such as information quality control, political factors and personnel training. This work is the result of almost thirty years of research activity of The Urban Institute specialist Harry Khatri, a leader in the field of program evaluation and measurement of results.
