The monograph analyzes the historical development of land resource assessment in the world and mass (cadastral) assessment in Russia. The main problems faced by appraisal organizations when conducting cadastral valuation and interpreting its results for taxation are identified and disclosed. The extremely urgent need to take into account the presence of zones with special conditions of use of the territory in the assessment of land resources, both from the point of view of legally imposed restrictions and from the point of view of the significance of this factor feature in determining the cadastral value of land plots, is substantiated. Alternative methods of accounting for zones with special conditions of use of the territory when calculating the value of lands of various categories and types of permitted use are presented. Conceptual provisions and principles of mass assessment have been developed, taking into account zones with special conditions of use of the territory, on the basis of which methods of land assessment in conditions of a developed and underdeveloped market are proposed. Recommendations are given on the use of the developed methodological apparatus for individual assessment of land plots and calculation of real damage due to the presence of encumbrances on the territory.
