The following are considered: general characteristics of insurance activity in the Russian Federation and in industrialized countries; types of insurance and insurance risks; ensuring public interests as the main goal of state regulation of the insurance business. The issues of administrative and legal regulation of insurance and foreign experience in this field (insurance markets of the USA, Great Britain, France and Germany) are analyzed in detail.
